Re-entry readiness: the decision most monitoring ignores
Leaving a market has a playbook. Going back rarely does. Once operations are suspended the pressure to return builds week by week, from revenue, contracts and competitors, while the evidence for a safe return stays vague. The decision often comes down to a site visit and a feeling.

A readiness scale, not a green light
Re-entry is scored against the ENTER trigger catalogue: conditions that argue for resumption, such as restored airspace and border function, stabilised official advisories and recovered ground conditions. Each is assessed daily as met or not met, with citations.
A country's readiness is the percentage of its evaluated ENTER triggers currently met. Below 25% is NOT READY, which means hold position. 25 to 50% is WATCH, monitor closely. 50 to 75% is READY, prepare re-entry. 75% and above is GO, resume operations. The scale gives you a defensible basis for staging a return instead of a binary gamble.
Both directions, in parallel
Re-entry monitoring runs alongside crisis-onset monitoring rather than replacing it. While a country is in recovery posture the ENTER readiness table is the headline reading, and the LEAVE classification keeps running as a guard against fresh disruption, so a deteriorating situation interrupts a planned return before it becomes a second evacuation.
Departed teams, distribution lists and PDF reports all carry the same readiness picture, so the people planning the return and the people approving it read one record.
Honest limits
READY or GO is an evidence-based classification of the triggers you chose, not an authorisation to return. Verify against live conditions and your own duty-of-care process before you move people.
