CHARIS is built around that. It is deliberately not a news aggregator. It evaluates the specific triggers your organisation chose, against cited evidence, and reports a clear posture per country.
What the crisis team gets
One dashboard showing every monitored country's LEAVE classification and ENTER readiness, with the recommendation spelled out. EXTREME means evacuate. HIGH means consider evacuation. ELEVATED means prepare for activation. STABLE means routine monitoring.
State-change email alerts fire when a country's band moves, so the team is convened by a posture change rather than by rumour. PDF reports capture the full assessment, trigger by trigger with citations, for the crisis log.
An anonymous personnel manifest records aggregate headcounts per country and group, without names, so a posture change can be read against how many people it affects.
Why binary triggers, not scores
Trigger status in CHARIS is strictly BREACHED or NOT BREACHED. Thresholds are set deliberately high, because a breach represents a formal activation decision. A false positive triggers costly continuity activation just as a false negative delays it. Concern and emerging risk are carried in the narrative commentary and never smuggled into the trigger status.
That discipline is what makes the output defensible. Two organisations with different risk tolerances can monitor the same country with different triggers, and each gets an answer that reflects its own plan.
What CHARIS does not do
CHARIS does not manage incident tasking, call trees or mass notification. It is the monitoring and decision layer that tells you when those mechanisms should fire. It is calibrated for international business operations and applies the same standard of evidence in every one of the 196 countries it covers.
