Every country you monitor is scored independently in two directions, as a percentage of the triggers you have selected for that country and direction.

LEAVE: The decision to get people out

Each country is scored against the crisis-onset triggers you select: armed conflict, airspace closures, departure advisories, civil unrest. The score rolls up to a posture band with a plain recommendation, from routine monitoring to evacuate.

ENTER: The decision to send people back

The same country is scored against re-entry readiness triggers: border re-openings, security stabilisation, advisory downgrades. You watch readiness build on evidence instead of guessing when the danger has faded.

Every verdict carries its evidence

Each trigger decision cites the signals behind it. CHARIS aggregates official government sources, state media labelled as such, and a closed list of news wires: advisories, airspace notices and ground alerts, each carrying the authority of the source behind it. Posture history is append-only and every configuration change is logged. Your board, your insurer and your auditor can walk the same trail you did.
